NJ online gaming is credit-positive for Borgata, Caesars

(Reuters) - Fitch Ratings said on Wednesday that New Jersey's legalization of online gaming was a credit positive for Borgata Hotel Casino & Spa and Caesars Entertainment Corp..

Fitch also noted that the move by New Jersey, which on Tuesday legalized online gaming within the state, showed that online gaming was picking up traction as more states consider offering gambling over the Internet.

While Nevada and Delaware have recently allowed some form of online gaming, New Jersey's may become the "most meaningful" U.S. state to pass such legislation so far, in part because of its larger population base, Fitch said.

Fitch rates Borgata's issuer default rating a B-minus with a stable outlook. It rates Caesar's IDR a CCC with a negative outlook.

Marina District Finance Co. is the issuing entity for the Borgata, which is owned by Boyd Gaming Corp..

Schwarzenegger says new film has universal appeal

SEOUL, South Korea (AP) ? For his first starring role since before serving as California's governor for seven years, Arnold Schwarzenegger says he was looking for a film with universal appeal.

In "The Last Stand," Schwarzenegger plays the sheriff of an Arizona town tasked with stopping a Mexican cartel boss from returning to Mexico. It's the 65-year-old's first leading role since "Terminator 3" a decade ago.

He said in Seoul on Wednesday that he tries to pick projects that "could be popular not only in America, but all over the world."

"The Last Stand," the debut Hollywood film of South Korean director Kim Jee-woon, opens in Seoul on Thursday. Schwarzenegger recalled his memories of South Korea from his bodybuilding days, saying "it's a major player in the world stage economically and in every other way."

?Last year?s dinner featured Jimmy Kimmel, and Seth Meyers, Jay Leno and Craig Ferguson have been the entertainment in years past.?[HP]

My oh my, how time have changed. Once upon a Bush Administration ago it would have been utter anathema for a Hollywood liberal to be seen consorting with political bigwigs. But after Stephen Colbert?s legend-making performance where he skewered Dubya while standing next to him, there has been no looking back for the annual White House Correspondents? Dinner.

Up for hosting duties this year is late night funny man Conan O?Brien, who actually hosted the event once before waaaaay back in 1995 when it wasn?t such a big deal (and when neither was he, if you recall).

(AP) ? Late night talk show host and comedian Conan O'Brien will be spending a late night with President Barack Obama.

The White House Correspondents' Association has chosen O'Brien as the featured act for its annual dinner on April 27.

Association president Ed Henry called O'Brien "one of television's most innovative and influential talents."

Henry added: "As social media has changed all aspects of the media business, Conan has embraced this shifting landscape to become a creative force both online as well as in the traditional television model."

The association dinner is traditionally attended by the president and first lady, government officials and journalists. Proceeds finance scholarships and awards that recognize journalism excellence.

O'Brien appears prepared. On Monday he tweeted: "In honor of President's Day, I won't be getting along with Congress."

How the whale got its teeth

Whales are mammals, but they don't look like the mammals living around us, as they have a triangular fluke for tail, no hind legs and no body hair. And inside their mouths, their teeth are unfamiliar too ? being much simpler and 'peg like'. A multidisciplinary team of researchers have now married together the fossil record and the embryonic development process to investigate how the whale got its teeth.

Most mammals have four kinds of teeth, each shaped for specific tasks. In most mammals there are wedge-shaped incisors, a pointy canine, and premolars and molars with bumps and valleys that fit together like a mortar and pestle when you chew. Not all whales have teeth, but those that do, such as killer whales, have rows of simple peg like teeth, each one looking the same as the next. Whales use this spiked row of teeth to grab prey, but unlike other mammals, whales do not chew. In a new study published today in the open access journal PeerJ, Brooke Armfield and colleagues investigated the developmental processes that cause the teeth of dolphins, whales' smaller cousins, to be different, and tracked the evolutionary progression of their unique dentition across the fossil record.

Whales evolved from land mammals and so Armfield and co-workers first went to the fossil record to trace when and how whales evolved their simple teeth. The fossil record shows that, 48 million years ago, whales had the same four kinds of teeth just like most other mammals. Gradually, the teeth of whales became simpler and acquired their characteristic peg-like appearance around 30 million years ago, well after the time that they had acquired an array of adaptations for living in the water.

Next, Armfield and her colleagues explored just how teeth are shaped during development. Specific proteins in the embryo cause developing teeth to grow into certain shapes. Armfield and colleagues zeroed in on two proteins, BMP4 (Bone Morphogenetic Protein 4) and FGF8 (Fibroblast Growth Factor 8). BMP4 expression leads to teeth developing into simple prongs, and this occurs near the tip of the jaws, where the incisors form. Prior to teeth forming in the embryo, FGF8 expression in the back of the jaw leads to development of molar teeth with their complex hills and valleys in mice and other mammals.

Armfield and her co-workers studied FGF8 and BMP4 in pig embryos, relatives of whales and dolphins. Pigs have the four typical types of teeth, and, sure enough, the two proteins are distributed in the same way as they are in other mammals, showing that whales' ancestors likely had this distribution of gene expression too. Next, the authors moved on to examine dolphin embryos. Here, the pattern was different: FGF8 is present in the back part of the jaw, but BMP4 is present along the entire length of the jaw, including where FGF8 is found. The authors hypothesize that the overlapping presence of BMP4 in these new areas causes the teeth all along the jaw to be simple in shape, like incisors, and to be similar to each other. Interestingly, other researchers had shown that in mouse embryos in which BMP4 is experimentally introduced in the back of the jaw, the back teeth also take on this simplified appearance.

"It is exciting to identify a molecular change that occurred in nature and that so dramatically influenced the way in which a mammal can thrive in the ocean and to then trace the evolution of that change in the fossil record," says Armfield. "The simple shift in the location of proteins that influence tooth shape found in whales may help us to better understand how mammals evolved their complex tooth in the first place."

Says co-author Thewissen: "This shows that major changes to the design of an animal can result from small changes in early development, by simply shifting the region where an already existing protein occurs. It's a beautiful, detailed example of a small developmental change having a big effect in evolution."

Cancer is a complex disease characterized by uncontrolled cell growth, division and invasion into other tissues. A 2004 review article published in Nature Medicine suggests that epigenetics, which is the phenomena whereby genetically identical cells express their genes differently resulting in different phenotypes and other factors play an important role in the formation of cancer originating from cancer stem cells.

Sarkar and colleagues propose that epigenetic processes, specifically DNA methylation, may trigger cancer progenitor cell formation from somatic cells in coordination with other cellular and environmental events. DNA methylation is a process that changes the DNA and causes genes to be silenced. In the absence of definitive proof of the existence of cancer stem cells, this hypothesis discusses a possible explanation for the formation and existence of cells that may develop into cancer. The researchers also explore why only some individuals develop cancer, despite identical genetic predispositions.

In cancer cells, the enzyme that maintains high levels of methylation in tumor suppressor genes is highly expressed, allowing uncontrolled growth. At the same time, many oncogenes, or genes with the potential to cause cancer, are activated and have lower levels of methylation. The apparent anomaly of the existence of both low and high rates of methylation could be explained with either the compartmentalization of these two processes and/or by the existence of both a methylation and demethylation system operating simultaneously at specific locations with the help of various accessory proteins.

The authors hypothesize the existence of both DNA methylating and demethylating enzymes in cells that regulate the methylation and demethylation process. Accessory proteins and/or small RNA factors could lead these enzymes to their sites of actions, resulting in some genes remaining methylated and others not methylated simultaneously within the same cellular environment. DNA sequences around the regions that are methylated and demethylated may also play role in these events. During drug treatments, the demethylating system dominates while the methylating enzyme is down-regulated, resulting in re-expression of silenced genes.

Recent studies have shown that epigenetic drug treatments prior to and with standard chemotherapy reduce the chance of cancer relapse.

"Progenitors are known to cause cancer relapse, and because epigenetic drugs can help destroy progenitor cells, these drugs could help reduce the chance of cancer relapse and improve the long-term outcomes of people with cancer," said Sarkar. "While our hypotheses are based on current knowledge, we are proposing important and exciting areas to be explored in the future."

DNA methylation is a process that changes the DNA and causes genes to be silenced. In the absence of definitive proof of the existence of cancer stem cells, this hypothesis discusses a possible explanation for the formation and existence of cells that may develop into cancer. The researchers also explore why only some individuals develop cancer, despite identical genetic predispositions.

In cancer cells, the enzyme that maintains high levels of methylation in tumor suppressor genes is highly expressed, allowing uncontrolled growth. At the same time, many oncogenes, or genes with the potential to cause cancer, are activated and have lower levels of methylation. The apparent anomaly of the existence of both low and high rates of methylation could be explained with either the compartmentalization of these two processes and/or by the existence of both a methylation and demethylation system operating simultaneously at specific locations with the help of various accessory proteins.

The authors hypothesize the existence of both DNA methylating and demethylating enzymes in cells that regulate the methylation and demethylation process. Accessory proteins and/or small RNA factors could lead these enzymes to their sites of actions, resulting in some genes remaining methylated and others not methylated simultaneously within the same cellular environment. DNA sequences around the regions that are methylated and demethylated may also play role in these events. During drug treatments, the demethylating system dominates while the methylating enzyme is down-regulated, resulting in re-expression of silenced genes.

Recent studies have shown that epigenetic drug treatments prior to and with standard chemotherapy reduce the chance of cancer relapse.

"Progenitors are known to cause cancer relapse, and because epigenetic drugs can help destroy progenitor cells, these drugs could help reduce the chance of cancer relapse and improve the long-term outcomes of people with cancer," said Sarkar. "While our hypotheses are based on current knowledge, we are proposing important and exciting areas to be explored in the future."

China expected to overtake U.S. to become world's largest iOS and Android market

This is the month that China is expected to overtake the U.S. to become the world's largest iOS and Android smartphone and tablet market, claims app metrics firm Flurry.

According to a report, last month both China and the U.S. had an active device installed base of 221 million and 222 million respectively. But this month this is expected to change, with China expected to have 246 million active devices, compared to 230 million in the U.S.

Flurry's data shows that during 2012, the U.S. smartphone and tablet market grew by 55 million new devices. However, over the same period, China added 150 million new devices. In fact, if it hadn't been for the boost that the holiday season in the U.S. gave to mobile sales, China would have passed the U.S. two months ago.

Flurry's data show the U.S. and China to be enormous markets for mobile devices, far surpassing the U.K., which trails far behind when it comes to active iOS and Android devices, with 43 million.

China has over 1.3 billion people, compared to the U.S. which has just over 310 million, so it come as no surprise to find China taking the top spot. Most of the Chinese growth is being driven by a rapidly expending middle class, who is showing an insatiable appetite for gadgets.

While the growth experienced in China staggering, isn't the country with the fastest growing mobile gadget market. That title goes to Columbia, which saw it's smartphone and tablet market grow by 278 percent over 2012, with Vietnam in second place with growth of 266 percent. China's growth is in sixth place.

GOP foe calls for Hagel to be given Senate vote

WASHINGTON (AP) ? President Barack Obama?s pick to be defense secretary is unsuited to head the Pentagon, but Republican senators should stop stalling the nomination and allow a vote on Chuck Hagel, a leading opponent said Sunday.

?No, I don?t believe he?s qualified,? said Sen. John McCain, R-Ariz. ?But I don?t believe that we should hold up his nomination any further, because I think it?s [been] a reasonable amount of time to have questions answered.?

Republicans have angered Obama by delaying the formation of his second-term national security team, which includes Hagel, a former Republican senator from Nebraska, and John Brennan, the president?s top counter-terrorism adviser who?s awaiting confirmation as CIA director.

Critics contend that Hagel, who supported Obama over McCain in the 2008 presidential race, isn?t supportive enough of Israel and is unreasonably sympathetic to Iran. The nomination also became entangled in Republican lawmakers? questioning of how the White House handled the Sept. 11 attack against a US diplomatic mission in Benghazi, Libya.

GOP senators also have challenged his past statements and votes on nuclear weapons, and his criticism of the President George W. Bush?s administration lingers.

Republicans last week held up a confirmation vote but have indicated that they eventually would relent and permit a vote when they return from their break on Feb. 25.

Obama?s chief of staff, Denis McDonough, said Hagel, a Vietnam combat veteran, said was the right person to lead the Pentagon, and ?has one thing in mind: How do we protect the country??

Sen. Lindsey Graham, who?s led the opposition with McCain to Hagel?s nomination, said critics were ?doing our job to scrutinize ? one of the most unqualified, radical choices for secretary of defense in a very long time.?

?But at the end of the day,? said Graham, R-S.C., ?this is the president?s decision. I give him great discretion. I can?t believe one Democratic colleague is not upset by this choice enough to speak out.?

Graham referred to a letter he received from Hagel in response to questions about past statements on Israel, and the senator said, ?I?ll just take him at his word, unless something new comes along.?

McDonough was on ABC?s ?This Week,? while McCain spoke on NBC?s ?Meet the Press? and Graham was interviewed on ?Fox News Sunday.?

SCHLADMING, Austria (AP) ? Overall World Cup champion Marcel Hirscher won the men's slalom title on the last day of the skiing world championships for his first individual gold at a major event.

Hirscher held onto his first-run lead to finish in a combined time of 1 minute, 51.03 seconds.

Felix Neureuther of Germany was 0.41 seconds back in second. Mario Matt of Austria took third, 0.65 behind.

Three-time champion Ted Ligety of the United States skied out in the first run.

Hirscher, who finished second to Ligety in the giant slalom, missed the 2011 worlds because of a broken foot.

Hirscher's victory earned the host nation its second gold of the worlds, after the mixed team event.

Historic Church Will Go to Make Way for CHO Extended Runway

A central Virginia landmark will soon be no more. The Pleasant Grove Baptist Church is coming down piece by piece. But even when it's gone, it won't be forgotten.

James Thomas was baptized at the church when he was 8 years old, and has been a member ever since.

"You didn't realize that it meant that much to the community until they started talking about taking it down," Thomas said.

The church was built in 1875 but now, one of the oldest African-American churches in central Virginia is becoming a skeleton.

"I guess we were in the way of progress," Thomas said. "Progress moves on,"

When the Charlottesville Albemarle Airport (CHO) extended the runway, the church fell into the runway protection zone.

"If an airplane fell short of the runway, there's no structures that would be in jeopardy," said William Pahuta, interim executive director of CHO.

As workers tore out the church's floorboards, they found the markers of the congregation's Sunday best.

"You get those spike heel shoes, they can do some damage in a wood floor," Thomas said. "A lot of the floors in there look like they had been stamped."

And just as the congregation left its mark on this building, the building is leaving behind a bit of its light. The original stained-glass windows were chiseled out of their frames and will be moved to the church's new home just down the road.

Thomas says the windows will help the congregation mix the old with the new.

"Nice to look back on the past but you can't dwell on it. We can look back on this as a great building stone," Thomas said.

He hopes the new building will serve them as well as the old one did. The congregation is already meeting on Sundays in their new home on Earlysville Road. Once they've finished saving certain pieces, the rest of the church will be demolished at the end of the month.

U.S.-China Tensions: What Must Kerry Do?

In the latest installment of China File?s Conversations series, Elizabeth Economy, Andrew J. Nathan and Orville Schell respond to Nina Hachigian?s recommendations to new U.S. secretary of state John Kerry. In a recent essay at the Center for American Progress, Hachigian looked beyond immediate issues such as the Diaoyu Islands dispute, cyber security and North Korean nuclear testing to a broader question in Sino-U.S. relations:

The United States and China have no shared vision for what their future bilateral relationship could or should look like. They have not articulated a clear understanding of how they could continue to co-exist in peace a decade or two down the road, and they need to develop a shared, tangible idea for the future of the relationship.

Hachigian suggests further integrating China into the international ?web of laws, norms, and institutions?, which it currently suspects has been spun by the West to trip it up. This approach is encapsulated in a proposed draft of Kerry?s first speech in China.

Elizabeth Economy: I think Nina is right to identify a lack of shared vision as a serious challenge in the U.S.-China relationship. Unfortunately, I don?t think that at this point in time it is possible to have such a shared vision?beyond what we have always had, namely a stated commitment to peace and stability in the Asia Pacific and to free and open markets. I am fairly sure, for example, that part of our vision for the relationship includes a vastly reformed China (economically and politically)?probably in ways that the Chinese leadership is not interested in reforming, or at least not interested in reforming at the pace we would like. [?]

Andrew J. Nathan: [?] To be sure, it is hard for any observer ? even us, much less policy makers in Beijing ? to figure out what American strategy really is. I sometimes even wonder whether it?s possible for a country with two parties that alternate in power, three branches of government, fifteen fairly independent executive departments, and 535 entrepreneurial legislators, to have a coherent strategy. [?]

Either way, the Chinese need to know where the U.S. really stands. It?s understandable that they will test the U.S. in rhetoric and in action to find out where Washington?s bottom line lies. We American observers will find out the answer along with China.

Orville Schell: [?] Even though Party General Secretary Xi Jinping, China?s next president, has said that he would like to see U.S.-China relations have a fresh start, it is unlikely that there will be a major ?re-set? any time soon. Both Beijing and Washington seem far too root-bound by their own issues and inner- and inter-party politics to step out boldly into any kind of new mutual foreign policy framework.

Hachigian argues that the ?default prediction? in the absence of a shared vision for the future is ?inevitable violent conflict.? At The New York Times this week, on the other hand, Zbigniew Brzezinski wrote?that ?I do not believe that wars for global domination are a serious prospect in what is now the Post-Hegemonic Age.?

Admittedly, the historical record is dismal. Since the onset of global politics 200 years ago, four long wars (including the Cold War) were fought over the domination of Europe, each of which could have resulted in global hegemony by a sole superpower.

Yet several developments over recent years have changed the equation. Nuclear weapons make hegemonic wars too destructive, and thus victory meaningless. One-sided national economic triumphs cannot be achieved in the increasingly interwoven global economy without precipitating calamitous consequences for everyone. Further, the populations of the world have awakened politically and are not so easily subdued, even by the most powerful. Last but not least, neither the United States nor China is driven by hostile ideologies.

Moreover, despite our very different political systems, both our societies are, in different ways, open. That, too, offsets pressure from within each respective society toward animus and hostility. More than 100,000 Chinese are students at American universities, and thousands of young Americans study and work in China or participate in special study or travel programs. Unlike in the former Soviet Union, millions of Chinese regularly travel abroad. And millions of young Chinese are in daily touch with the world through the Internet.

All this contrasts greatly with the societal self-isolation of the 19th- and 20th-century contestants for global power, which intensified grievances, escalated hostility and made it easier to demonize the one another.

Brzezinski?s prescription of ?vital and robust? institutionalized cooperation, though, is similar to Hachigian?s.

Contemplating the less arguable inevitability of ?foolish, impetuous, or incompetent leaders in one capital or the other, or maybe even both?, Stephen M. Walt suggested what aspects of this cooperation might look like. From Foreign Policy last month:

The bottom line is that Washington and Beijing have an obvious interest in taking steps now that might make their relationship easier to manage in the future. In particular, establishing rules of the road for naval activity (similar to the earlier Incidents at Sea agreement) might reduce the danger of an unintended clash on the high seas. Reaching an understanding on the use of unmanned drones or cyberattacks would help too. Military-to-military contacts and other forms of elite exchange would be a good idea as well, so that elites in both societies know the people with whom they are dealing personally and are less likely to misread or misinterpret what they may do while in official positions. None of these steps makes rivalry disappear, but together they could help keep it from boiling over.

And that just might be the greatest contribution that these two states could make to international peace and security over the next 25 years.

Efforts to establish an institutional ?web? are likely to provoke some suspicion in China. An op-ed in the overseas edition of People?s Daily last July articulated a bleaker view of developing relations between the two powers:

Over the next 5-10 years, the difference in Sino-US power will make a great leap towards transformation from a difference in quantity to a difference in quality. Authoritative international organizations have already roughly estimated that the Chinese economy will overtake the US in total size by around 2020 or so. During this period, China?s military strength and sci-tech capacities will also continue to rise. The US strategic community is currently debating three basic questions with respect to China?s rise: How to respond to the challenging resource, energy, and economic demands of a great power with 1.3 to 1.5 billion people? How to respond to the challenges posed by the political system, development model, and cultural values of a socialist great power? And how to respond to the military security challenges of a great power that has not yet settled all of its issues of sovereignty and territorial integrity?

During this period, the US is likely to use non-military methods to envelop China or seek to perturb its rise, to win strategic gains, to bring about a revival of national power, and to ensure its hegemonic status. [? T]hrough an approach premised on strengthening alliance relationships, upgrading cooperative partnerships, and by splitting apart China?s ties to North Korea, Pakistan, and Myanmar while seeking to rebuild Russo-American relations, and other steps, they will seek to put China in a passive position in its foreign affairs, complicate China?s external environment, and constrict the strategic space for China?s rise; and through the development of dialogues and commonly-accepted definitions of what the Americans call the ?global commons? of sea, air, space and cyber, they will seek to substantially weaken China?s ability to compete with or strategically challenge the United States.

The article achieved online notoriety for its suggestion that the U.S. would use groups such as rights lawyers and dissidents to undermine China?s political system.

'Walmart moms': struggling but hopeful ? and estranged from Congress

Two groups of 'Walmart moms,' a demographic studied by pollsters, gathered after the State of the Union address. Asked if politicians understand their lives, the answer was a resounding 'no.'

Life isn?t easy for ?Walmart moms? ? women with children at home who shop at least once a month at the world?s largest retailer. They are struggling to pay the bills and raise their kids. Most are married; some are their family?s sole breadwinner after their husband?s layoff.

They use words like ?busy? and even ?chaotic? to describe their lives, but through it all, they remain hopeful, two focus groups conducted this week reveal about this key bloc of swing voters.

?Without hope, what do you have?? says Courtney G. from Kansas City, Mo., a mother of two young children who works two part-time jobs. Her husband was laid off, and his severance is running out.

A bipartisan team of pollsters began studying this demographic in 2008, and has been tracking their views since. Walmart moms represent about 15 percent of the electorate; half have household incomes under $50,000 a year, 60 to 70 percent are white, and almost half are college-educated.

They voted for Barack Obama in 2008, swung Republican in the 2010 midterms, and voted narrowly to reelect President Obama last fall. In other words, they mirror the electorate as a whole, and can offer clues to both parties on how to address the issues of the day.

?They have logistical struggles and difficulties,? says Margie Omero of Momentum Analysis, a Democratic polling firm. ?That?s the prism and the lens through which they view all political issues.?

The focus groups of 10 women each ? one in Kansas City, the other in Philadelphia ? met on Wednesday to discuss Obama?s State of the Union address the night before. A few women had watched the whole speech, but most had not. After all, they?re busy moms, juggling work, school, kids? activities, volunteering, and family time.

Videotapes of the two sessions were presented to a group of reporters in Washington on Thursday.

The focus group organizers ? Momentum Analysis and the Republican firm Public Opinion Strategies ? showed the women clips from Obama?s speech and then solicited comments. When asked if Washington politicians understand their lives, the answer was a resounding ?no.?

?There?s a certain amount of isolation,? said Maggie L., a homemaker from Kansas City. ?Even the good people get sucked in.?

The women described members of Congress as living lives of luxury, while average folks like them are barely getting by.
